Proposed Amendments to the Constitution of Virginia

Article XII of the Constitution of Virginia describes methods to change that document.  Section 1 describes the method by which the state legislature can propose amendments and send them to qualified voters in a referendum.

  • Proposed amendments must be passed by both houses of the General Assembly (GA) during two consecutive legislative sessions.
  • These sessions must be separated by a general election of the House of Delegates.
  • In 2025 the GA passed four proposed amendments to the Virginia Constitution.
  • The general election of November 2025 elected all members of the House of Delegates 2026 legislative session.

The four proposed amendments are below.  Should they pass in both houses of the 2026 legislature at least some will be referendums on the ballot in a special election which could be as soon as mid-April 2026.  If that holds, early voting could begin  in February.  Note:  the actual date of the election has not been set and cannot be earlier than 90 days after the proposed amendments pass both houses of the GA.
